Boötes Belinda is a rockstar and a band who come to Acmetropolis to wreak havoc among the planet. He trapped Zadavia in a life-draining dome and made off with her. In exchange for her freedom, he wanted Tech to build the Cosmic Guitar for him. He was nothing more than a mannequin controlled by Rupes Oberon.
